PCM Board approves update to section 5.02 of the OPR&P


The PCM Board of Directors approved a language update to section 5.02 of the OPR&P at the Board meeting held Tuesday, June 22, 2010. The updated language better defines PCM's service area.


Active producers who reside outside of the PCM service area will be grandfathered in for the remainder of their current activity period. People who reside outside of the PCM service area may continue to attend PCM workshops, and may continue to volunteer on productions, but will be required to find a local sponsor to submit programs to air on PCM channels. Only residents of the PCM service area will be eligible to reserve PCM public access equipment and facilities.

What are the PCM Operating Policies Rules and Procedures (OPR&P)?


The OPR&P document defines and describes the services and use of PCM Facilities for the Public Access community. Some of the topics the document covers are: Media Education, Facilities Reservations, Facility Use, Project Policy, Project Scheduling, Disagreement and Settlements, Enforcement Procedures, Non-Discrimination, Violations and Prohibited Acts. The document clearly lays out the scope of responsibilty and service, for community producers, sponsors, individual or anyone who is interested in using PCM Facilities and submitting programs for cablecast on PCM channels.


How often is the OPR&P document updated?


The OPR&P document is reviewed on an "as needed" basis by the PCM Board. What is the review process?


PCM Staff will notify producers and other stakeholders of the review schedule. Comments may be submitted in writing throughout the year to staff or orally during the public comment section at a full Board meeting. Public comments will be solicited at a minimum of one full Board meeting prior to consideration by the Board. When needed, staff or active producers can request Board consideration by submitting a request in writing to the Executive Committee. Staff will notify producers and other stakeholders of a proposed change and review schedule. The Executive Committee will, at its discretion, refer the issue to the next full Board meeting. The Board will hold a minimum of one public meeting prior to consideration of any proposed change.
