Cece Hughley Noel

As Executive Director, Cece is responsible for overseeing all operations of the organization, including fiscal management, human resources, board governance and staff supervision. Her three + years of  experience working as Executive Director for Southeast Uplift Neighborhood Coalition brings exceptional understanding of the nonprofit sector. In 2009, Cece came to PCM and successfully managed the launch of PCM’s SmartAccess program. Prior to accepting the role as Executive Director in October of 2010, Cece served as the Chief Operations Officer and the Interim Executive Director for PCM. A Portland native, Cece became involved with PCM after helping produce a talk show for former Portland Commissioner Dick Bogle in 1992 when she was a member of his staff.

Cece served on the NW regional board of the NFLCP (now the ACM) in the late 1980's and has remained actively involved in advocacy and political action around issues of access, engagement and democracy. She holds a BA in Human Resources Management and a minor in Communications from George Fox University. She also earned a technical degree in Cable and Community Television from Mt. Hood Community College.

Bea is responsible for managing the Public Access and Programming departments at PCM. She supports the Multimedia Services department, and ensures facility-wide programmatic activities are meeting the needs of PCM's various stakeholders. As Deputy Director, Bea supports the Executive Director in decision making processes and steps in when the Executive Director is not available. Bea is also responsible for capital purchase planning.

Bea has worked in Local Origination and Community Media since age 16. She attended the Program in Community Television at Mt. Hood Community College. Bea has over 20 years experience in communications technology and community media. In her free time you will find Bea researching media legislation and technology trends, practicing traditional book binding, watching anime and playing video games - let's face it, she's a serious nerd!


Dunetchka Otero-Serrano

“I enjoy planning future trips abroad and learning about other cultures,” says Dunetchka. After traveling to the U.S. in 1998, the Puerto Rican native completed her master’s degree in Public Administration at the University of Akron in Akron, Ohio. Her many years of experience working with youth have allowed her to see the challenges that youth face and moreover, their incredible talent and potential. As Senior Community Education Manager for PCM, Dunetchka helps guide curriculum development for both youth and adult. She worked more than five years with youth for Portland Parks and Recreations as the Latino Outreach. Dunetchka loves spending time with her two daughters and tries to squeeze in acrylic painting when she has time. She also is the Associate Producer of the movie “Papers.”

Daniel Sasser

Daniel is the Information Technology Administrator at PCM, responsible for managing the computer network, designing and planning new features, system integrations and troubleshooting staff computer problems. He also maintains the backend of the PCM website(s), databases, and integrated systems. Daniel has been with PCM for more than 3 years.

Daniel Marques, PCM’s Community Media Education Manager, is a video artist whose work has focused primarily on youth media education and short experimental/art films. Daniel describes his primary interest is "media literacy and education to create positive social change." Daniel is also an accomplished video producer, who has worked for several video production companies and participated in film and video festivals in Europe, Brazil and the U.S. In the 2005 Curitiba Film Festival, Daniel was awarded Best Director and Best Informational Documentary Award at the 2008 Lowell Film Festival.

As Programming Coordinator, Sophie schedules the channels, and works with producers, staff, and the public to make sure everything plays on time without any problems. She also troubleshoots technical problems with the broadcast when they occur, and maintains PCM's server and tape archives. Sophie grew up in Anchorage, Alaska, and has a Bachelor of Arts with an emphasis in media production and animation from The Evergreen State College. She was a student worker and intern for the Media Services department at Evergreen, and then worked as staff for two years after she graduated, supporting the audiovisual classrooms and on-campus productions, as well as many other media-related duties. Sophie's main superpower is winning at Scrabble. She also likes comic books and riding her bike when it's sunny.

Chris has been a familiar face to the organization for years. “I came to PCM in April of 2006 as a producer,” says Chris. “I watched Alex Ansary’s “Outside the Box” religiously back in 2005 and saw a PSA for classes and came down and signed up.” Chris, who attended Sierra Academy of Aeronautics for Aviation Maintenance Technology, is PCM’s Facilitator/Equipment Specialist. He provides support to producers during studio shoots, editing time and program dub/submit time. He also manages producers input of new projects and programs. When he’s not cruising around Portland on his bike, the tall guy also enjoys playing music. “I’m a novice drummer who gets involved in some recording projects from time to time, but mostly jam with other musicians in my space.”

Joe has worked for Portland Community Media since 2006 and is currently a Multimedia Services Production Technician. He produces and directs live television coverage of various government bureau and public affair events throughout the city of Portland for CityNet30 and POP29.


Arturo Colorado-Munoz

Arturo Colorado-Munoz is a native of Vercruz, Mexico where he earned his degree from Universidad Veracruzana in Social Anthropology, and worked closely with indigenous populations using media to address the challenges and struggles facing these communities. Since re-locating to Portland, Arturo has been involved with the Center for Intercultural Organizing, Portland Central American Solidarity Committee and Latino Network. Arturo believes that video is a great tool of expression for local communities and is committed to helping individuals become empowered through media making. As Media Education Coordinator at PCM, Arturo provides support to the adult training programs offered on-site at the MLK Blvd facility as well as remote sites around Portland.

Teddy has been with Portland Community Media since early 2011 as an Accounting Manager. She has broad experience in accounting, financial analysis reporting, audit and internal controls. She holds a Bachelors Degree in Science with a major in Accounting. Teddy has worked at several non-profits before coming to us. Her exposure to media began at a very young age and she enjoys entertaining friends as an artist/performer. Her upbeat personality and great enthusiasm of doing the right thing makes her a perfect fit for PCM.
