OPR&P Updated Language Defines Geographical Service Area


In February 2010 Portland Community Media (PCM) had to cut back public hours of operation in response to budget reductions. These cut backs have resulted in fewer hours available for PCM Public Access producers to utilize PCM equipment and facilities.


As part of this transition PCM has reviewed and updated our Public Access Operating Policies, Rules and Procedures (OPR&P) to ensure resources are available to the public within our contracted service area.


Language updates to the OPR&P were adopted by the PCM Board of Directors in June. The updates clarified the geographical requirements for participation at PCM. To utilize PCM equipment and facilities for production, or to submit programming for air on PCM channels the participant must reside within Portland or Multnomah County.


Currently active producers (those who have paid an activity fee) who reside outside of Portland may continue to produce through the end of their current activity period. Once their current activity period expires they will be required to find a PCM certified, Portland resident to act as producer of record, or sponsor for their programs. No new activities will be processed for anyone residing outside of the city of Portland or Multnomah County.


PCM encourages you to find the public access facility that serves your city or neighborhood and to get involved there to help protect the future of community media.


Community media is struggling nationwide. It is important that citizens who want to preserve public access communicate that message to their local, state and national representatives. If you do not have access within your community it is important to let your elected officials know that there is a local need for community media.
